Coontz was a member of a rebellion against OCP's evictions through the Urban Rehabilitators or "Rehabs."
Biography
Coontz was secretly an informant for the Rehabs and met with their leader, Paul McDaggett. He tipped off McDaggett to the location of the rebel base and was caught in the act by RoboCop. However, the cyborg took off after McDaggett, allowing Coontz to return to the base.
Upon arrival, he held Bertha and Moreno at gunpoint, but the same was done to him by Zack. Shortly thereafter, the Rehabs attacked the base. Coontz was killed in the assault so that they would not have to pay him for his contributions.
