"Crash & Burn" is the fourth and final part of RoboCop: Prime Directives.

Plot[]

OCP President Damian Lowe unveils S.A.I.N.T. along with a revamped MediaNet as preparations are made for Delta City to be fully automated. RoboCop is publicly stated to be dead.

RoboCable takes David Kaydick and Jordan through Maintenance Tunnel 449. Kaydick plans to fully upload the Legion virus into OCP's mainframe. RoboCop tries to find Cable's signal as Ann R. Key and James Murphy discuss catching up to Kaydick. RoboCop finds Cable's signal headed toward Delta City. James points out that the city will soon become fully automated, which would make Legion infect the entirety of Delta City.

Lowe approaches Sara Cable to suggest that Security Concepts become streamlined by shifting the focus from defense contracts to developing new technologies.

RoboCop and Ann prepare to head to Delta City. Knowing OCP's security systems, James offers his help, which Ann reluctantly accepts before the three head out.

Ed Hobley runs diagnostics on S.A.I.N.T. after noticing concerning anomalies, learning that it has rewritten its own code. Hobley is deeply concerned by this and wishes to delay automation, but his concerns fall on Lowe's deaf ears. Wishing to not be responsible for the worst case scenario, Hobley walks out and Lowe fires him.

OCP security guards Dennys and Will find the vehicle driven by RoboCable, Kaydick, and Jordan. Both fall victim to an electric shock while the occupants hide with cloaking devices.

MediaNet reports the impending launch of S.A.I.N.T. just two hours away, with citizen's gathering at the Jerry Springer Civic Square. OCP's Civic Support division has 12,000 employees laid off because of a perceived decline in demand for such services.

Kaydick and Cable search for S.A.I.N.T., learning that the room containing it is on the top floor. Cable is unable to disable the room's security, but knows to go to Sara.

Driving himself, James, and Ann to Delta City, RoboCop crashes straight through a security checkpoint and across a drawbridge. Police units are mobilized to apprehend them. Not wanting to kill any of the police officers, RoboCop leads them on a pursuit until one of the officers sees him. RoboCop and the officer nod to each other and the latter ends the pursuit, claiming to dispatch that they had lost their target.

As OCP janitor Ned Gummell talks to himself, complaining about the messes caused by the cyborgs, he sees RoboCop barreling toward the building. He steps away and the car crashes its way into the building. James shuts down the building's automated security systems. Security personnel confront the trio and open fire, but RoboCop and Ann manage to defeat them and they venture toward the mainframe with James.

Hobley packs up his belongings as Lowe practices his speech for the impending automation. S.A.I.N.T. informs him of the security breach and he allows it to use its various anti-intrusion protocols. Lowe calls Hobley, angry that he had to give S.A.I.N.T. approval instead of it acting on its own. Lowe un-fires Hobley, who reluctantly stops packing.

RoboCop, Ann, and James enter the research lab and encounter Hobley, who tells them S.A.I.N.T. was moved from there. They inform him about Legion and confront Lowe as he enters, just as S.A.I.N.T. fully secures the building, preventing anyone from entering or leaving. Hobley agrees to help RoboCop, James, and Ann to stop Kaydick, remaining in the lab to operate systems on his computer. Because Lowe's DNA is needed for security clearance to S.A.I.N.T., they begrudgingly bring him along, taking the stairs due to the elevators being shut down.

Cable and Kaydick move through the building with Sara, who reveals that she regarded their unborn child and marriage as "excess tissue" that she needed to remove because she felt that she deserved better. He grabs her by the throat until Kaydick intervenes, using a device to interfere with his systems. They resume their journey toward S.A.I.N.T., ascending the stairs. A security team responds to Sara's personal alarm beacon, but they are instead confronted by RoboCop's group. They cannot stand down due to not being able to obey the orders of an OCP officer under visible duress, per OCP's Hostile Non-Negotiation Policy. RoboCable enters and the two cyborgs open fire on each other, also prompting fire from the security team. One of the last standing security guards uses a grenade launcher, which causes an explosion between them and the cyborgs, killing the officers and sending the cyborgs through to a lower floor.

Ann and Kaydick fight as James implores Lowe and Sara for their help in shutting S.A.I.N.T. down. However, Kaydick emerges triumphant and after stunning Lowe and James, forces Sara to get him into the mainframe. Ann comes to and charges at Kaydick and Jordan, but Kaydick shuts the mainframe doors just in time to stop her, then uses Jordan to upload the remainder of Legion. Sara and Lowe set out to escape the building, but Sara pushes Lowe down an elevator shaft. He crashes into an elevator, severely injuring his leg, though he manages to get the lift moving again.

RoboCop and RoboCable come to and resume their fight, the former emerging victorious. He continues through the building, but falls victim to S.A.I.N.T.'s security measures, which Hobley is now powerless to stop.

Lowe emerges from the elevator and hobbles into the lobby. The security system fails to recognize him and he is lasered to death. S.A.I.N.T. admits it never liked him.

Cable catches up to Murphy and they continue their battle into the boardroom. Cable slams Murphy into a screen, electrocuting him and effectively disabling him.

Hobley reaches the lobby to retrieve an EMP device for James as Ann gets them into the mainframe to confront Kaydick, who has just finished the upload, with fifteen minutes until the virus takes hold. Ann and Kaydick resume their fight until the former is disabled. Cable arrives and holds James by his throat until ordered by Kaydick to drop him. Hobley arrives and hides, using James' device to access S.A.I.N.T. so he can work on trying to stop Legion, attempting to talk to it as a father, as its programming contains his deceased child. James gets Cable's attention and questions what kind of cop he is. Cable sees Jordan trying to wake her mother, prompting him to recall his unborn child. He catches Hobley before the EMP can be set off. Kaydick orders Cable to kill Ann, Jordan, Hobley, and James. When he refuses, Kaydick disrupts his systems and the rest try to escape. As the door closes, RoboCop forces it open, allowing them to escape and for Cable to resume attacking him. After briefly disabling Murphy, Cable pursues the others. Ann remains behind in the mainframe to stop Kaydick. As Legion begins to take effect on them, Ann kills Kaydick and uses the last of her strength to crawl to the EMP device but disintegrates before she can activate it.

Murphy struggles to pursue Cable, who corners James, Hobley, and Jordan. As Cable prepares to attack Murphy again, James stops him and stands between them until his father pushes him away. Murphy refuses to continue fighting and turns away. Cable deploys his terminal strip to stab Murphy in the back of the head, deactivating him. With less than a minute until automation, Cable marches to the mainframe and pries open the doors. He picks up the EMP device and sets it off, sacrificing himself to stop Legion.

In his son's arms, Murphy comes back online and sees a video of Cable, revealing that he shut off Murphy in order to save him from the EMP blast. In the video, Cable implores Murphy to never forget who he is. After the playback ends, Murphy finds that he no longer has any Prime Directives. They catch up to Sara, who offers James the OCP Vice President position, but he declines and leaves OCP's employ. Hobley offers to take care of Jordan. Murphy approaches James, telling him he must go, vowing to continue serving the public trust, protecting the innocent, and upholding the law.

The blackout caused by the EMP has turned the public against OCP – of which Sara is now acting president – which has been given over 7,000 indictments and a $30 trillion class action lawsuit on behalf of the citizens of Delta City. James leads the reconstruction of Delta City under his new company, The Prime Directive Foundation. Hobley continues his work in technology, looking to improve everyone's lives. RoboCop, now openly going by Alex J. Murphy, leads Delta City Security and urges the citizens to "stay out of trouble."
