Johnson is an OCP executive in the Security Concepts division. He is first seen with Bob Morton and Kenny, the three of them riding the glass elevator to the board meeting with Dick Jones and the Old Man. He appears in several other scenes, and appears to be close to Bob Morton in the managerial structure of Security Concepts.
When Dick Jones in shot by Robocop at the end of the first film, Johnson looks actively pleased, even rising to his feet with what seems like anticipation as Dick is shot towards, and indeed through, the glass windows of the boardroom.
He features in Robocop 2, and it is he who convinces the old man to use Dr. Juliette Faxx as a scapegoat for the botched and destructive demonstration of Cain.
