"Meltdown" is the second part of the 2001 miniseries RoboCop: Prime Directives.

MediaNet reports that RoboCop has eliminated the remaining members of the gang Da Bomzz. This, combined with other recent activities, have come under scrutiny, with some believing the cyborg has become too violent. Expert Dr. Lester Worth dismisses such complexities, pointing out a supposedly inhuman nature. Commander John T. Cable's funeral is held, with a casket being buried at Nixon Memorial Cemetery. Sara briefly eulogizes her ex-husband for the news program.
At OCP Corporate Headquarters, Ann R. Key, Lexx Icon, and Abby Normal break into a restricted area where Ed Hobley interacts with S.A.I.N.T. as he eats. They stun him and begin downloading files from his computer. Hobley sets off an alarm, summoning a division of police to the building led by Division Commander Carl S. Buck. However, OCP's Sandra Smyles immediately takes the reins from him. Because Ann altered the security system, the building's defenses recognize the SWAT team as a threat, killing several members of law enforcement. RoboCop arrives on the scene, driving his cruiser into the building. The defense system's lasers unleash upon the cyborg, to little effect. He enters the lab where the three women are and they attempt to ambush him. He easily takes out Lexx and Abby, but Ann manages to incapacitate him, allowing her and her confidantes to escape with the stolen data.
James Murphy visits Cable's grave, soon joined by Sara, who coldly dismisses his wishes to pay his respects as a weakness. He then goes to his mother's grave, leaving a bouquet of flowers, then scowls at his father's grave before leaving.
At Precinct 1, Dr. Frost scolds RoboCop, who is distracted by replaying Cable's death. He suddenly marches out of the chamber with the directive "Locate John Cable."
The Old Woman criticizes Sara's failed "zero fatality" policy she instated for Delta Security. The Old Woman worries that the tech thieves were after S.A.I.N.T.. Sara scoffs at this possibility, but Damian Lowe states that the system was damaged, more likely by RoboCop than the thieves. The Old Woman declines to blame RoboCop, believing he is a bastion of safety for Delta City.
Lowe goes to Hobley, who reports that the safety protocols are offline, but Lowe dismisses Hobley's concerns, demanding Hobley to stick to the established schedule. Hobley shows that S.A.I.N.T. has progressed to the point where it can be talked to.
RoboCop goes to Cable's grave, where he recalls past conversations with Cable and Dr. Frost. He then goes to his wife's grave, finding the flowers James had left. He turns to his own grave and punches the headstone, breaking it.
Dr. Hill shows Sara his progress in turning Cable into a second RoboCop, christened RoboCable. He assures Sara that Cable's brain serves primarily as a reasoning a cognitive center, because this cannot be replicated with a computer. He also proudly tells her that unlike RoboCop, RoboCable can anticipate a target's next move and has two targeting systems for the use of two guns.
The Old Woman gets into a car to be chauffeured home. RoboCable approaches, demanding they exit the vehicle. When the chauffer fails to comply, RoboCable pulls him out of the car. He tears off the back door and pulls the Old Woman out before he destroys the car and walks away.
Having mistaken RoboCable for RoboCop, the Old Woman opens the next board meeting with her belief that RoboCop is dangerous and demands he be removed from the streets. Lowe suggests they summon Systems Support, also known as "RoboHunters," but the Old Woman warns him to never speak of this entity at a meeting. Sara, on behalf of Security Concepts, takes responsibility for the attack on the Old Woman. She is given the authority to enact a contingency plan to take RoboCop out of commission.
Being ordered by the Trust, James is assigned to wipe Cable's hard drive. While going through the computer, he finds that Cable had recently accessed Alex Murphy's files. Going through the file himself, James notices a classified section and proceeds with deleting the hard drive.
MediaNet reports the attacks by RoboCable, blamed upon RoboCop. With the public turning on RoboCop, the Old Woman announces that he has been recalled. Sara tells the public that the "zero fatality" policy is suspended pending the termination of RoboCop. An upgraded law enforcement droid is introduced to help stop him.
A group of police approach RoboCop to place him under arrest. Division Commander Buck refuses to place him under arrest or open fire and walks away. Smyles orders the remaining officers to open fire, but they refuse, because their target is a cop. However, when their jobs are threatened, most of them open fire upon RoboCop, to little effect. He draws his gun and they run, leaving Smyles face-to-face with him. Grabbing, Smyles, RoboCop is told that Sara has ordered his arrest. RoboCable arrives and RoboCop demands to know who he is, his computer matching the other cyborg's voice with Cable. The two cyborgs open fire upon each other until RoboCop escapes by jumping out a window. He marches to his cruiser, fleeing the scene. RoboCable gives chase in his own cruiser until RoboCop drives into a body of water. RoboCable loses RoboCop's signal.
James accesses his father's file and attempts to access the classified section, but is blocked.
Vaughn Krass of X-ploitationNet shows his audience Precinct 1 in search of RoboCop. He enters the Robo Chamber, exploring it until he is caught and flees.
RoboCop emerges from the water, his system damage including his GPS functionality. As RoboCable sits in his maintenance chair, Sara speaks to him until Lowe interrupts. He gloats about S.A.I.N.T.'s current progress. He says that he is going over the Old Woman's head and summoning Systems Support. Sara agrees to support him if RoboCable joins them.
Wearing a hooded cloak, RoboCop wanders around an Old Detroit marketplace. Finding a tech salesman, he asks for a microprocessor to repair himself. He stops a thief and when he is recognized, the area is alerted to police presence. Jordan, a girl whose toy bear had been grabbed by the thief, follows him. He goes with her to find her mother.
RoboCable accompanies Systems Support into Old Detroit.
Inside the abandoned Metro South, RoboCop performs repairs on himself do he can find RoboCable. Hearing a noise in the building, RoboCop leaves Jordan to clear the building. Ann R. Key, Jordan's mother, ambushes him and warns that he is out of his element in Old Detroit. Meanwhile, Carver, leader of Systems Support, briefs the group – who are armed with the Guzi 9000 post rifle – before they are deployed throughout the city. RoboCop is set on returning to Delta City to resume his duties, but Ann warns against this, as everyone in the city wants him dead. Ann gives him her name and asks his in return, but he does not give an answer. Ann and Jordan leave.
Systems Support terrify the citizens of Old Detroit, destroying buildings while demanding they disclose where RoboCop is. RoboCop contacts RoboCable, telling him he knows who he is and urges him to follow his signal.
James uses Sara's credentials to access Alex Murphy's classified file.
RoboCable follows RoboCop's signal to Metro South and confronts him. Murphy tries to get Cable to remember who he is, but Cable attacks his target. The cyborgs fight throughout the building as Murphy tries to jog Cable's memory, eventually transmitting to him a recording of his final moments. Cable freezes. Jordan approaches in search of her toy and she hides when Systems Support personnel arrive. RoboCop urges them to drop their weapons, but a firefight ensues. RoboCop is stunned and Systems Support use their weapons on Jordan. Ann starts to fight them off as Murphy drags himself to the injured Jordan. Systems Support gains the upper hand on Murphy and Ann. As Carver prepares to execute Ann, Cable unfreezes and saves them, refusing to follow any more orders from Systems Support. He helps Murphy up and gives him a gun, prompting Systems Support to flee.
OCP claims that RoboCop and RoboCable were destroyed, which is met with overwhelming praise by the public.
Lowe is brought before the Old Woman, who disavows him and terminates his employment at OCP for activating Systems Support. Lowe goes to Hobley to check on his progress with S.A.I.N.T. and order him to go home and rest. After Hobley leaves, Lowe has S.A.I.N.T. access the boardroom, where executives discuss his replacement. He orders the AI to increase the room's barometric pressure and temperature and to lock the doors. He watches through the security camera as the OCP executives painfully die.
Further searching his father's classified file, James learns that his father is RoboCop.
RoboCop and RoboCable trudge through Old Detroit, anticipating further resistance.
