"Public Enemies" is the twenty-second and final episode of RoboCop: The Series.
Plot[]
Pudface Morgan, Shorty, and Leo break into OCP Security Concepts. Detective Lisa Madigan visits Dr. Cray Z. Mallardo at the Henry Ford Center for the Morally Challenged and learns of the break-in. She rushes to a phone to inform Sergeant Parks, who passes along the information to RoboCop.
Pudface and four goons reach the Experimental Weapons Research wing and begin pilfering items. RoboCop arrives and Pudface's goons open fire on him. He incapacitates them all, but Pudface slips into the room containing RoboCop's replacement parts. RoboCop follows him, but Pudface throws a grenade at him, destroying everything in the room except himself. Pudface escapes into the sewers with Leo and Shorty. Parks and Madigan surmise that Pudface may have intended to use RoboCop's own weapons against him, but they feel this would not help him much. Pudface, Leo, and Shorty emerge from the sewers and join Chip Chayken, with whom they make plans to destroy RoboCop and OCP.
Mallardo is disappointed with Madigan not catching Pudface, feeling that he would more likely get parole the more crimes she solves after he reports them to her. He believes his brain receives messages, which lead to him reporting the crimes to her. RoboCop listens in, determining a 70 to 75 percent chance of Mallardo telling the truth. However, RoboCop tells Madigan that this is likely due to Mallardo managing to adjust his own stress levels.
In anticipation of the President of the United States coming to Delta City to present OCP with the Corporation of the Year Award, the Chairman agrees to give the Secret Service – led by Bob L. McGrew – OCP's full cooperation. RoboCop meets McGrew, who laments the fact that they cannot have RoboCop as part of the Secret Service due to voters who are against robotics.
At the Henry Ford Center, Mallardo watches television until receiving a call from Chayken. They make their own plans for OCP's downfall, planning to pin all of the blame on Pudface once he has served his purpose for them. The call is cut short when a worker comes in to collect Mallardo's garbage.
As the city prepares for the President's arrival, RoboCop is on standby for orders and looks at Mallardo's profile. Charlie warns him that if he is called to help, he does not currently have any supplies in reserve except for tag weapons, due to Pudface's grenade.
Mallardo watches Mediabreak coverage of the preparations for the President, dismayed to hear Edward Foster say that RoboCop will be used for crowd control. He calls Chayken to tell Pudface they have a new target.
Madigan receives a message from Mallardo warning her that there will be trouble at the convention center where the President is due for her appearance. Despite it being McGrew's jurisdiction, RoboCop and Madigan agree that they should respond anyway.
Posing as news reporters, Shorty and Leo approach Foster for an interview, but instead take him to Pudface's van, capturing him. Meanwhile, RoboCop and Madigan witness the abduction as they try to warn McGrew. RoboCop fires a tagger onto the van, leading them to a warehouse. They go inside, finding the van with Foster and a bomb inside. RoboCop removes the bomb and disarms it.
They take Foster to the Chairman and he tells them that Pudface and his men are plotting something to happen at the convention center. The Chairman reveals that he received a message indicating that OCP stock was being anticipated to plummet. They figure that if Pudface's target is not the President, he is not working alone. McGrew asks about Madigan's source and goes to see Mallardo.
Chayken struggles to take a photo of Pudface holding two guns and assures him that once their plan succeeds, they will all be rich. Meanwhile, Charlie performs maintenance on RoboCop. Madigan and Murphy conclude that each crime Mallardo has reported has turned out to be committed by someone connected to Pudface or Chayken. They also guess Chayken is the one who speculated on OCP stock. Mediabreak receives the photo of Pudface with the message, "You can't stop the unstoppable."
The President and First Gentleman arrive and meet the Chairman. RoboCop, Madigan, and McGrew accompany the President to a hotel suite. Because the President is curious about his supposed powers, Mallardo is brought in by McGrew. He tells the President that Pudface will use a remote controlled bomb to attempt to assassinate the President and OCP Chairman when the award is presented. RoboCop determines the probability of this being the truth to be 100 percent.
McGrew changes the room for the ceremony to take place in assigns RoboCop to do a thorough scan for bombs at the convention center. Left in the suite with a Secret Service agent, Mallardo wanders to the window, where Chayken awaits his signal to proceed. The bomb – hidden in a tag weapon swapped out by Pudface – sits inside RoboCop's leg, set to kill him alongside the President and Chairman. RoboCop fails to find the bomb, but is certain that there must be one somewhere.
Chayken leaves Pudface, who plans to kill both Mallardo and Chayken once they receive their pay. Chayken plants a bomb on Pudface's van before heading away. Mallardo gives a carrot to the Secret Service agent, sedating him before Chayken arrives to join Mallardo. RoboCop plays back several recordings, realizing the bomb is one of his tag weapons.
The Chairman and President arrive to the ceremony as Madigan finds the unconscious Secret Service agent. RoboCop corners Mallardo and Chayken in a stairwell. Madigan aggressively questions them, so RoboCop suggests waiting in the stairwell, scaring the detainees, as they are also aware of the bomb. They reveal Pudface's location and are arrested. RoboCop tells Madigan where the bomb is and he heads to Pudface, who prefers a showdown with RoboCop instead of just detonating the bomb. Shorty and Leo leave the van, which Pudface speeds toward RoboCop, who manages to step out of the way and tip it over. Not knowing RoboCop has deactivated the bomb, Pudface emerges from the van and detonates the one Chayken planted, sending himself flying from the blast. RoboCop punches Pudface and he is arrested by other police officers.
The President and First Gentleman thank RoboCop for saving their lives. The President asks RoboCop if he could work for her in Washington, D.C., but he declines in order to continue protecting and serving in his hometown.
