Simon Atwater was Vice President of OCP's Children's Marketing and Entertainment. Previously, he worked as a chemist, developing psychopharmaceuticals for the Tactical War Division of Security Concepts.
Biography[]
Atwater stole a psychohypnotic capable of convincing anyone to do anything, which could only be detected if mixed with milk. He confronted Tex Jones with the intent of using his Commander Cash character and a phase pulsing projector. When Jones refused, Atwater bombed Jones' office.[1]
After many promotions, Atwater joined Children's Marketing and Entertainment, introducing the Commander Cash character. He developed the breakfast cereal Super Flakes, with the psychohypnotic as an ingredient. For Commander Cash advertisements, he used the phase pulsing projector to insert secret messages in commercials, which could be seen with special glasses included in Super Flakes, which also had a secret message on the back of the box. Atwater sought to have control of the children consuming the product once they were adults in the workforce. Atwater also had control of his secretary Brittany, having her come to his apartment on numerous occasions, dressed like Commander Cash's sidekick Major Market.[1]
Super Flakes were a hit and Atwater hired two children to act as the OCP Chairman's grandchildren, who confirmed that they loved Super Flakes. During the opening ceremony of Omni Mall, Tex Jones stole a Commander Cash costume intended for actor Barry Lehman and wore it, telling the children in attendance that everything in the mall was free. Atwater tried to stop the chaos that ensued, but was powerless. Jones called him an enemy to all children and threw him to RoboCop, expecting him to arrest Atwater for a violation of "cartoon law." Atwater became upset when Atwater managed to escape RoboCop, leading him to install a device in his office designed to give the cyborg a debilitating electric shock.[1]
Detective Lisa Madigan confronted Atwater about the hidden messages, urging him to pull the advertisements and Super Flakes from distribution. However, Atwater vehemently refused and blamed the childrens' parents for their misbehavior rather than OCP.[1]
During the opening event of a day care facility, Jones confronted Atwater about the mind control and threw him over his desk. Atwater detonated a Commander Cash explosive, injuring Jones. RoboCop entered and was disabled by Atwater's shock device, allowing him to escape. However, he was met by Madigan, who prepared to arrest him. He took Brittany hostage until Jones commanded her to fight him off, sending him into the hands of the law.[1]
